The AOC Electronic Seal is the type of certificate required for the automated actions of many AOC services (EACAT, e-TAULER, e-NOTUM, Representa, Copy, Via Oberta AEAT...) and for calls to the centralized signatory from proprietary tools.
What is an electronic seal?
The characteristics of the Electronic Seal (CDA-1 SGNM) are:
- Type : digital certificates for public administration applications
- Installation: they are installed in public administration systems, web services or applications.
- What they are used for: they allow you to authenticate an automated administrative action according to the provisions of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.
- Examples of use: This certificate can be used for the exchange of data (between administrations, administrations and citizens, and between administrations and companies), the identification and authentication of a system, web service or application, automated electronic archiving, electronic copies and attestations, among others.
Types of electronic seals offered by AOC
AOC offers three types of electronic seal certificate, depending on whether it is needed to install it in your own application or to use AOC services:
- Exclusively assigned* for the use of the services of AOC
- Exclusively licensed* for use with own tools
- Direct own use (without option of assignment to AOC)
* Exclusive assignment implies that a certificate is requested from the organization to be used solely by AOC. This assignment implies that the certificate is only installed on AOC systems and that no one other than AOC can use it, guaranteeing that its use is fully controlled.

How to request the AOC stamp
Follow these steps:
1. Access EACAT > Procedures > Consortium Provider AOC > Digital certification service > T-CAT: Application and renewal of application certificates.
The device certificate applicant must access EACAT and identify themselves with a digital certificate. A user with an editor role can also access and leave the request ready to be signed by the device certificate applicant.
2. Fill out the application in the “Initial Information” tab and indicate:
- The type of certificate to request: "Mid-level stamp issuance"
- The priority of the request; ordinary or urgent (implies differences in rates and delivery time: 16 business days for ordinary requests and 4 business days for urgent ones).
3. Fill in all the requested fields.
In the “Request Data” tab, in field 11, you must indicate the Type of use of the certificate that will be made:
- Exclusively assigned for use of the services AOC
- Exclusively licensed for use with own tools
- Direct own use (without option of assignment to AOC)
The type of use chosen has implications for the issuance of the stamp. Please make sure you choose the correct one. If in doubt, consult the types of stamps in the AOC and what each one is used for.
4. Once all the data has been filled in, the request must be sent for signature using the “Send for signature” button.
5. Sign the conditions of the certificate request.
The user with the role of device certificate applicant will be able to sign the submission from EACAT/My procedures/To sign, by pressing the “Sign” button. The request will be registered in EACAT and in the hands of the Registration entity that will have to approve and generate it.
Configuration by AOC of the exclusively assigned label (AOC services and own tools)
Once the certificate is generated from your Registration Entity, we will download it from AOC and take the necessary steps to upload it:
- Assigned for use of the AOC Services: We will download the certificate and upload it to all services that require this certificate (EACAT, e-TAULER, Copy, Representa, e-NOTUM...) without any other action on the part of your organization (If your organization is a user of the Via Oberta AEAT consultations, see the following point). If we have any questions about the assignment of the certificate, we will contact the organization's Certification service manager.
- If you also need it for queries from the Via Oberta - AEAT service: In the registration form for the Via Oberta AEAT service you will find the steps to follow so that the stamp is authorized by the AEAT.
- Assigned for use of own Tools: We will download the certificate and those responsible for Integration Support will be responsible for uploading it. If we have any questions about the assignment of the certificate or we need anything else, we will contact the person responsible for the organization's service or the person responsible for the integration associated with the certificate.
Download the stamp for your own direct use (Not assigned to AOC)
Application certificates can be downloaded by the organization's Digital Certification Service Manager from the Subscriber Folder.

Renewal of the exclusive license
When the stamp is about to expire, you will renew it through the same EACAT service.
Once done from AOC we will make the appropriate arrangements according to the case:
- Assigned for use of the AOC Services: We will download the certificate and upload it to all services that require this certificate (EACAT, e-TAULER, Copy, Representa, e-NOTUM...) without any other action on the part of your organization (If your organization is a user of the Via Oberta AEAT consultations, see the following point).
