From the interoperability service - Via Oberta of the AOC Consortium, work is being done on the standardization of models to facilitate and streamline the authorization process for data queries from interoperable services, both within the scope of the General Administration of the State and the Generalitat of Catalonia.
The purpose of these standardized models is to allow public administrations to legally justify the request for data that can be consulted within an administrative procedure and thus avoid requirements from the assignor.
The objective is to provide support in the task of filling out the Via Oberta form, thus reducing time and effort in justifying access to the data that you want to consume from some of the available services.
1. What has been done? Analysis of current authorizations and proposal of models
As a first step to achieve this objective, a review of current authorizations has been carried out, based on which a first block of fourteen standardized procedures has been proposed.
- What does a standardized procedure mean?
In order for the data issuer to authorize the consumption of the service, a thorough analysis of the procedure must be carried out by the entity interested in consuming the data, which includes:
a) Identification of the procedure → specify the administrative procedure within the framework of which the data query must be made. For example, “(2860) Application for parking cards for people with disabilities”.
b) Regulatory justification → specify the article of the regulation that states the need to consult the data. For example, checking the level of income, the disability certificate, the benefits received; among others.
c) Legal basis that enables the consultation → depending on the type of procedure, it is necessary to distinguish whether it is a legal authorization, non-opposition or exceptionally, express consent. In these last two cases, it will be necessary to indicate the specific clause of the form in which the interested party can express their opposition, if applicable, or express consent; in addition, it must include the data that can be consulted.
A standardized model is, therefore, a set of items where, in addition to identifying the types of queries that can be consulted within an administrative procedure, it incorporates a procedure whose regulations have been informed and reviewed by the Via Oberta team with the aim of saving this analysis for entities interested in consuming the data.

Finally, it should be mentioned that the first models proposed are about procedures that are regulated in basic regulations or common to all Catalan administrations.
2.What is being done? Pilot project
To use these standardized models with all the guarantees, a pilot project is being carried out in which different local organizations participate with the support of the provincial councils and county councils.
This pilot project consists of the following: each organization reviews the available models and selects one of the procedures to request authorization from the corresponding data issuer (DGP, DGT, Ministry of Justice, Generalitat de Catalunya, etc.) and verify that the content of these models is effectively validated.
The purpose is, therefore, that once these models are validated, the following authorizations are carried out more quickly, since they will be previously reviewed and validated procedures.
It must be emphasized that, until the authorization model has been confirmed and approved by the body issuing the data, it will be provisional.
The monitoring of these ongoing validations will be available on the website, so that they are available to all interested parties.
Likewise, if you want to propose a specific procedure for standardization, you can communicate it to the promotion service and the Via Oberta service will assess its viability and, if possible, it will be added to the catalog of standardized procedures.
In this sense, it must be borne in mind that the model chosen by each entity to carry out the pilot test must be on a procedure that is not authorized at the time of requesting authorization.
3.What will be done? Towards an efficient model
The main advantage of this project to expand standardized models is that, as the pilot models are validated by the issuers, the processing of authorizations will be considerably simplified, as there will be no need to carry out regulatory analysis and, in addition, the response from the data provider will be agile as it has been previously confirmed.
As mentioned before, the first models proposed are about procedures that are regulated in basic regulations or common to all Catalan administrations.
However, the AOC Consortium wants to reach the most complex procedures regulated in specific regulations and, at the very least, provide the necessary indications on the articles to look for in the regulations.
Finally, the objective of this project is to move towards a more efficient interoperability model , in order to minimize the level of administrative burdens on the organizations consuming Via Oberta data, without losing the security and reliability component that the service requires.
In this sense, the standardization process aims to unify criteria and streamline processing by Catalan Public Administrations and to give effect to the right of citizens not to provide documents that are already in the possession of other Administrations.
