Those administrations that require to consult the data of the Vehicle and Driver Registry and have not previously had access to the data of the Directorate General of Traffic (DGT), must request them through the Via Oberta form available at EACAT, following the instructions provided in the FAQ - How do I request registration for the Via Oberta services?

A - Request for authorization for the resolution of sanctioning procedures related to the occupation of public roads and/or the removal of abandoned vehicles

To consult data relating to procedures related to the occupation of the public road and/or the removal of abandoned vehicles, the modality to be chosen in the Via Oberta form is not punitive . The consumption modality that the DGT is authorizing to process this procedure is for the “ Data consultation by the road owner ”.

Despite being included in a sanctioning procedure, the DGT does not require the signing of a specific agreement to consult data from these procedures. However, it does request accreditation of this competence by the requesting organizations.

When processing the Via Oberta form available at EACAT for this type of procedure, the request must be made indicating procedure 2375 – Sanctioning Files for Occupying Public Roads and Removal of Abandoned Vehicles , located under the type of procedure Complaints, Inspections and Sanctions.

B - Request for authorization of sanctioning modalities for sanctioning procedures in traffic and road safety matters

In relation to the modes of consumption of sanctioning procedures in matters of traffic and road safety, the DGT only authorizes two modes of consumption of data from the Register of Vehicles and Drivers, which specifically are the following two modes:

  • Checking vehicle data for penalties
  • Driver Penalties Inquiry

Likewise, it is expressly stated that the authorization of sanctioning consumption modalities is restricted to sanctioning procedures in matters of traffic and road safety, and it is noted that they will not be authorized for any other administrative procedure.

If you wish to access DGT data, you can do so using the Via Oberta request form, but please note that, in order to access the services for sanctions, the requesting entity must have previously signed an agreement with the DGT or be a party to an agreement that authorises the exchange of data. The signed agreement and the date of signature must be indicated. For the rest of the DGT Services, the Collaboration Agreement, signed on 7 February 2008, between the Ministry of Public Administration and the Consortium for Open Electronic Administration of Catalonia for the Mutual Provision of Electronic Administration Services, authorises access to data from the DGT's Register of Vehicles and Drivers.

At the same time, supramunicipal administrations that manage traffic and road safety penalty files, by delegation from other municipal administrations, will need to prove their competence by providing a certificate identifying the local entities for which they are managing the processing of these penalty files. The certificate must be in Spanish, given that the processing is done through the State Data Intermediation Platform.

When processing the Via Oberta form available at EACAT for the request for sanctioning modalities for the resolution of sanctioning procedures in the field of traffic and road safety, it is recommended that authorization be requested under procedure 2947 - Traffic Complaints , located under the type of procedure Notifications Traffic Sanctions, which includes authorization to consult this data within the framework of procedures linked to traffic and road safety sanctions, inspection and control procedures in the field of traffic and road safety, as well as traffic certificates from the local police.
