Those administrations that require to consult the data of the Register of vehicles and drivers and have not previously had access to the data of the General Directorate of Traffic (DGT), must request them through the Via Oberta form available at EACAT, following the instructions included in the FAQ - How do I request registration for Via Oberta services?
A - Authorization request for the resolution of sanctioning procedures related to the use of public roads and/or the removal of abandoned vehicles
To consult data relating to the procedures related to the use of public roads and/or the removal of abandoned vehicles , the method to be chosen in the Via Oberta form is not punitive . The mode of consumption that the DGT is authorizing to process this procedure is for " Data consultation by the owner of the road ".
Despite being included in a sanctioning procedure, for the consultation of data from these procedures, the DGT does not require the signature of a specific agreement. However, it does request the accreditation of this competence by the applicant bodies.
When processing the Via Oberta form available in EACAT for this type of procedure, the request must be made indicating the procedure 2375 - Sanctioning files for occupation of the Public Road and removal of abandoned vehicles , located under the type of procedure Complaints, Inspections and Sanctions.

B - Request for authorization of sanctioning procedures for sanctioning procedures in traffic and road safety
In relation to the modes of consumption of sanctioning procedures in matters of traffic and road safety, the DGT only authorizes two modes of consumption of the data from the Vehicle and Driver Register, which specifically are the following two modes:
- Vehicle data query for penalties
- Driver Penalties Inquiry
Likewise, it is expressly pointed out that the authorization of sanctioning forms of consumption is restricted to sanctioning procedures in matters of traffic and road safety, and it is warned that they will not be authorized for any other administrative procedure.
