As a result of the experience of AOC in the migration of authorizations from entities that are already consumers, we make a series of recommendations to facilitate the processing of the request for this data within the framework of sanctioning procedures.
Sanctioning procedures related to the occupation of public roads and/or the removal of abandoned vehicles
To consult data relating to procedures related to the occupation of the public road and/or the removal of abandoned vehicles, the modality to choose in the Via Oberta form is not the sanctioning modality. The consumption modality to process this procedure is the “ Data consultation by the road owner ”.
Despite being included in a sanctioning procedure, the DGT does not require the signing of a specific agreement. However, it does request accreditation of this competence by the requesting organizations.
When processing the Via Oberta form available at EACAT, the Type of procedure must be selected: Complaints, inspections and sanctions .
In the Requested Data section of the procedure, you must select that the data comes from the General State Administration and choose DGT - Vehicle and Driver Registry as the issuer that provides the data.
In relation to the Type of procedure, select procedure code 2375 - Sanctioning Cases for occupation of public roads and removal of abandoned vehicles.
For consumption modalities, the DGT does not authorize sanctioning modalities and only authorizes the modality: Consultation of vehicle data by the road owner.

Sanctioning procedures in traffic and road safety
In relation to the types of consumption of sanctioning procedures in matters of traffic and road safety, the DGT only authorizes two types of consumption of data from the Register of Vehicles and Drivers, which are:
- Checking vehicle data for penalties
- Driver Penalties Inquiry
The authorization of sanctioning consumption modalities is restricted to sanctioning procedures in matters of traffic and road safety, and will not be authorized for any other administrative procedure.
If you wish to access DGT data, you can do so through the Via Oberta request form provided that the requesting entity has signed an agreement with the DGT or is a party to an agreement that authorizes the exchange of data. The signed agreement and the date of signature must be indicated.
For the rest of the DGT Services, the Collaboration Agreement, signed on February 7, 2008, between the Ministry of Public Administration and the AOC Consortium for the Mutual Provision of Electronic Administration Services, authorizes access to data from the DGT's Vehicle and Driver Registry.
Supramunicipal administrations that, by delegation from other municipal administrations, manage sanctioning files in matters of traffic and road safety, will be required to prove their competence by providing a certificate, in Spanish, that identifies the local entities for which they are managing the processing of these sanctioning files.
When processing the Via Oberta form available at EACAT, the type of procedure must be selected: Notification of traffic penalties .
In the Data requested in the procedure section, you must select that these are data from the General State Administration and choose the DGT - Vehicle and Driver Registry .
Regarding the type of procedure, select procedure code 2947 - Traffic Complaints. This code includes the authorization to consult:
- Data linked to traffic penalties and road safety
- Inspection and control procedures in traffic and road safety matters
- Traffic certificates from the local police
It is important to remember that the DGT only authorizes:
- Checking vehicle data for penalties
- Query of a driver's penalties
