Holder not identified in the Income Certificate answer

In the query of the data of the 2020 income certificate, a high response of the result "unidentified holder" has been detected, which has led us to compare this situation with the AEAT.
The tax administration has confirmed to us that the answer "Owner not identified" occurs for two different reasons:

  1. Lack of correspondence between the DNI and NIE data with the names and surnames of the owner consulted (the most frequent cause): To validate the owner's identification and return their tax data, the AEAT has established a filter or "Required similarity threshold" that validates the correspondence between the DNI and NIE data + first and last names consulted , and those contained in its database, which can lead to the following situations:
    • That this threshold is exceeded, as there is no discrepancy between the data entered, or that this is so minor (small differences or typographical errors...) that it can still be exceeded, producing a correct identification of the owner and the return of his tax data .
    • That this threshold is not exceeded due to the existence of a discrepancy between the data entered, which implies a lack of validation of the identification of the owner consulted and the return of the message "Owner not identified".
    • It has been verified that this required threshold is much stricter in the case of NIEs.
  2. The holders consulted do not appear in the AEAT census : The second casuistry that can lead to this result of "Unidentified holder" is that the person consulted does not appear in the AEAT census. The most significant cases are those of people who have recently completed their documentation (DNI and NIE) and have not yet been included in the AEAT census.

How to reduce this casuistry?

  • In the first case, "incongruent data or that do not exceed the required threshold of similarity":
    • Bearing in mind that for the AEAT the correct data is exactly what appears on the DNI / NIE, check that the NIF or NIE and the name and surname of the holder to be consulted have been entered correctly in the query:
      • the data appearing in your identification document, or
      • if you have the holder's authorization, through a consultation with the General Directorate of Police (DGP).
    • In case of confirmation of the discrepancy between the data entered and the results of the check, it will be necessary to carry out a subsequent consultation of the income certificate with the correct data, derived from the validation of your DNI/NIE or consultation with the DGP.
  • In the second case, "not appearing in the tax census" :
    • The AEAT informs us that updating processes of the AEAT census are carried out regularly, with automatic registrations based on the information provided by the Ministry of the Interior, for the incorporation of holders of new identity documents issued by DGP, or either by updating the census every time they receive a declaration presentation or a query about a DNI / NIE not included in the census, prior confrontation with the DGP.
    • For this reason, it is recommended that if you receive a response of "Not Identified" and you are certain that the identification data is correct, repeat the query after a reasonable time to see if the census has been updated.
Communication error with the final sender

This error can be for different reasons. Below you can check the most frequent ones:

  • The Mid Level Electronic Seal digital certificate uploaded to our system and authorized by your inquiries has ceased to be valid for us (It is most likely that it has expired, but it may also have been revoked).   • The service provider does not allow the query of data if these match those of the user making the query. In this regard, check that you are not consulting your own data.

Incorrect document

Due to a very strict application of the identification algorithms of all applications and electronic processing services of the AEAT, it is possible that depending on how your name and surname are written in EACAT you will see the error "Incorrect document" ” when making inquiries about the services of the AEAT:

To solve this error, do the following:

  • If you use the service through the EACAT screens : Access your EACAT space (section "Settings") and modify your first and last name so that they appear as follows:
    • the name and surname exactly match those indicated in the identification document (DNI, NIE...).
    • if, even so, it does not work, indicate the order of the first and last names in this way: " Surname1 Surname2 First Name "

  • In the event that access to the IRPF consultation service is made from the entity's own management applications (through integration with Via Oberta), the application administrator must ensure that in the database from which the names of the officials are extracted, they are reported as indicated in the previous section and that the " NombreCompletoFuncionario " field of the message is sent correctly.
